DC does the same thing with section 8 housing in affluent/gentrified areas and there are shootings all the time in those areas. I have heard several shootings near the houses I lived in DC, and some were only one block away. These are neighborhood blocks, where row houses are going for $700K-$1M (pre covid). I don't think these policies do what you think they do.
You're fixated on the "black on black" aspect, but the original point of the Chicago argument is to point out strict gun laws do not work. There are other cities that can be used as an example, but Chicago is the go to argument.

Also, it is a little dated now, but 10 years ago a survey was done by Harvard surveying economists on all parts of the political spectrum (left/right/moderate) and 93% agreed that rent control reduces the quantity and quality of housing available.

What incentive do landlords have to improve housing if they can't increase rent to help pay for the cost? They're just supposed to do it out of the goodness of their hearts and eat the cost?
