    When Mansfield running back David Phillips failed to follow the rules of the OHSAA when attempting to transfer to Massillon he was forced to sit out the first two games of the 2003 season after returning to Mansfield. Meanwhile, Massillon school administrators suspected improprieties and quickly blocked the transfer. Subsequent to that, they performed a thorough investigation of the incident and turned over all findings to the OHSAA. Nevertheless, the Massillon football program has been penalized, according to a ruling handed down on Thursday by the Association.

    In essence, Massillon has been placed on probation for the next three years. Any violation of the probation will result in the immediate suspension of the football team from the postseason playoffs. No member of the Massillon staff or the athletic director shall have any contact with a prospective athlete until he has been officially enrolled at WHS. In addition to the probation, Massillon was fined $2,500, $2,000 of which to be provided by non-monetary means in support of an OHSAA sportsmanship award.

    Fortunately, the OHSAA did not levy a more serious penalty that would have banned the Tigers from the playoffs for the current season. But that would have surely met resistance from the Massillon school administrators, who had been forthcoming in bringing the incident to the attention of the OHSAA and then cooperated fully with the Association’s investigation.

    Interestingly, based on public information available, the recent recruiting incident would not have violated the terms of the forthcoming probation. Those involved included the Mansfield player and his mother, a Booster Club member, and a fourth person not a member of the Booster Club. None are part of the Massillon school staff, toward which the probation is directed.

    The attempted transfer by Phillips was ruled by the OHSAA as recruiting when he allegedly (1) sought information from a Massillon Booster about the school and its athletic program prior to enrolling at WHS rather than after, and (2) received the benefit of money from the non-Booster toward the rental of a local apartment. The latter, of course, was the more serious charge. In neither case was the school involved.

    Going forward, it will be the responsibility of not only the school administrators, but also Tiger fans as a whole, whether they be Booster Club members or not, to become the watchdogs of the program. No one can talk to or provide a benefit to any prospective athlete considering a transfer to Massillon. Period. It’s that simple. Violate the OHSAA’s restriction and we’ll all be sitting home come November.

    Massillon violated rules when a Booster gave a potential athlete money for an apartment? What?! I thought only Catholic schools did that! And probation? Really? You mean...a slap on the wrists. And a $2,500 fine? I'm sure that's just a drop in the bucket for a school that has Nike paying them to use their facilities!

    And the staff and AD aren't allowed to contact a prospective student? Massillon surely doesn't do that, right? That's just something those evil private schools do!

    The difference you ask? A Massillon booster contacted this student, and they were punished hard. In the other case, Moellers COACH contacted the studentS, plural, students. And they basically recieved nothing.
