    You do realize the Browns, unlike the Steelers, have about $50 million in cap space. It wouldn't ALL go to Flacco. Hypothetically, they could sign him and still have room for a few more free agents.

    It doesn't matter if they get him or not as long as they drive up the price. Even if Flacco wants to stay in Baltimore, the Browns jack up the price, and the Ravens match it, the Browns have still "won" in the end.

    I read something about it having to be a "4 year average?" and Sirius XM mentioned that it doesn't kick in until next year so who knows? I thought it was this year but am hearing conflicting reports.

    PFT article from right when the CBA was finalized says "Teams must spend at least 89% of the cap from 2013-2016".
