If they cannot get scholarships then they don't want to go in debt as others have to, so it's easier to just not do anything. Like it or not, there are blocks of people who will always take the path of least resistance. You cannot legislate, subsidize or tax people into ambition.
Every time the government sticks its fingers into subsiding, the price of tuition increases. This is readily acknowledged by the left - who strongly supports subsidizing. Even Joe Biden has readily admitted that academia doesn't mesh with reality in this situation (in other words, what looks good on paper isn't always practical when the rubber meets the road).

    - I'm constantly amazed at how many "intelligent" people confuse equal opportunity with equal results. Sure, there will never be what amounts to equal results for everybody, for a million reasons, tangible and otherwise. But the opportunity for people to make that choice should never be taken away in favor of instituting a Borg-like mentality.

Just my two cents. Hate on!
Obviously you can take actions to allow greater opportunity to the lower quintiles. Other developed nations including Canada do a much better job of providing a chance for to enjoy upward social mobility. That does not guaranteed equal results but does come much closer to being the land of opportunity we profess to be.

Having skin in the game is a powerful and effective incentive - that's why college should never be free. We are not going to hand out a free ride to the lazy and incapable - in fact, doing so does them a disservice as they would already have been head fry cook after 4 years.
Look above at the growing percentage of the top quintile in college, those with very little flesh in the game, those most likely to be on a free ride from daddy and mommy. The economic and social hardships of the lower quintiles can easily deny them a chance at advanced academic or vocational training. Developed nations with free post secondary education have a higher rate of social mobility than the USA.

What is it that restricting them when they can go for no cash flow expense?

that would be true if we had free post secondary education, but not for millions in the present situation.

Actually I think we should increase tuition 10x to keep poor people OUT of post secondary education. If you are poor, it's because you are stupid and irrelevant. The land of the free allows poor, stupid people to vote and that's FAR more than they deserve already.

Anyone can go to college. Income level does not determine whether one is able to or not.

income level plays a major role in determining if they are able to afford the expense of a post secondary education.

The only humor here is you thinking that poor people deserve anything more. They already get free food, housing, healthcare, the ability to pop out 30 kids because god forbid they use birth control(free by the way, condoms are free at your local health clinic). They are lucky and they should be grateful that people like me(read: rich people) pay for all of that. Ever been to DC isadore? It's a cesspool of poor, stupid people that do nothing but smoke, drink, and pop out numerous babies that they don't give a shit about(except the paycheck). Poor people deserve nothing; again THEY ARE LUCKY!

...their income level after graduation does. Their income level before doesn't restrict anyone from entering college.

It is good to know you have done the research and legwork to find yourself a supply of free condoms. I have been to DC. You must prowl that city trying to find a few outliers who fit your prejudices of the poor.
Since 1981 America has been following a policy of enriching the halves and cutting benefits for the have nots. You should be quite happy with the course of things as Reaganite policies destroy all the foundations for the claim we are a land of opportunity.

right, it just restricts their ability to finance that education.

Wrong...you finance in the beginning. There is not a restriction for people to finance and enter college. In addition, the poor won't have to finance nearly as much.

I support any policy which punishes poor and stupid people for being poor and stupid. The only outlier in DC is finding people who actually pay taxes to live in the city and pay taxes. Most of the wealthy don't live in the city.

Come to DC. We can go to the East Side and find all of these 'outliers' of poor and stupid people infesting the capital of the greatest nation on earth.

then sir they never have a chance. That is why the college enrollment of the rich has skyrocketed but the poor has stagnated.

we can see that you travel through this world with blinders on; ignoring the mass of poor to find the outliers who reinforce your prejudices.

I plain just don't like poor people nor do I feel sorry for them. They provide no value to society other than to drain scarce resources from people that matter. Let them eat cake and the world will be a better place.

...not true. They have no restrictions whatsoever in entering school if they so choose. They have the exact same opportunity as all others.

hopefully at some future date you will develop a sense of compassion for those most victimized by American economic and political system

Poor people are poor because they make stupid decisions over time. No amount of tweaking the economic and political system is going to fix that. Time to grow up.

So what, it's their money, not mine. Very different from a free ride provided by the taxpayer. And, like it or not, those in the top quintile graduate at a far higher rate and it has nothing to do with money for college.
