Seems like they may have opened that door today, but they aren't incorrect in a wait-and-see approach to fixing the exchanges. And due to the point above, I imagine they will pour a ton of resources into fixing it. But that still isn't going to make people sign-up for expensive plans. -

They need at least 30 million sign ups to get anywhere close to paying for the disaster; they will be lucky to get 7 million in a year ..............oh, and that doesn't count all the tens of billions they robbed from other programs in the form of payment/reimb cuts.
