  Either have meaningful rules or don't. It seems that the rules link is now gone. But there still are remnants like the stickied post in the college football forum.

  Here's your protocol.
  
  1. If someone posts something completely stupid (e.g. Breowns will make the playoffs, lol when someone dies), neg him.
  2. If someone posts something that hurts your feelings because you didn't know what brunch was, don't neg him.

  That's the point I was making. If it is officially deemed a moderator ability used for punishing, then there needs to be rules regarding it.
  
  If it's not, then why are people complaining about it like it is? What's it's purpose? If it's just a simple perk, then how is him using it as he saw fit (he didn't like the comment, so he negged) a problem? As people rep when they see a comment they like.

  The original intent of having neg ability was to neg idiots for posting things like "first" and for just being an idiot in general. Other than that there is no purpose. It isn't a punishment. I had no idea people would get that upset about getting negged, however.
