  A signal that the ball is dead (hand up) will deem the play over. No whistle is needed. An official moving into the field of play does not make the ball dead, but could indicate that it might be dead.
  
  I had long suspected that the crew was from the PAC-12, most non-conference games are played with neutral or away conference officials.
