  The problem with your assessment is the NCAA is the National Collegiate Athletic Association. Their power is limited to sports programs. They have absolutely no authority over the actual University. The closest they can get to punishing the University is with fines.

  I don't expect much other than that. More drastic penalties could be a reduction of home games. It's been thrown out there, but won't happen.

  I was thinking about this issue as it is interesting. On one hand, it would be weird for the NCAA to "punish" those schools again by giving other schools an advantage over them that did not exist before. However, allowing the transfer to those schools would also mitigate the punishment they already received.
  
  Also, you have to view this from the students' perspective. The school they chose is now defunct for all intents and purposes. What if OSU or USC was their second choice, but they're being told by the NCAA that they can't go there either.
  
  I think you have to allow those schools to be on the same level as everyone else.

  I give penn state 6-7 years and they will be back. I live about an hour and a half from penn state and most of the kids here are penn state fans. They will still get the best pa players in the state. And they seem to have a pretty good guy/ coach in o'brian.

  Here are the additional Big Ten sanctions:
  

  • Censure: The accepted findings support the conclusion that our colleagues at Penn State, individuals that we have known and with whom we have worked for many years, have egregiously failed on many levels—morally, ethically and potentially criminally. They have failed their great university, their faculty and staff, their students and alumni, their community and state—and they have failed their fellow member institutions in the Big Ten Conference. For these failures, committed at the highest level of the institution, we hereby condemn this conduct and officially censure Penn State.
  • Probation: The Big Ten Conference will be a party to the Athletic Integrity Agreement referenced in the NCAA release, and will work closely with the NCAA and Penn State to ensure complete compliance with its provisions over the 5 year term of the Agreement.
  • Ineligibility: As referenced in the NCAA release, Penn State’s football team will be ineligible for postseason bowl games. It will also be ineligible for Big Ten Conference Championship Games for four years, a period of time that runs concurrently with the NCAA postseason bowl ban imposed this morning.
  • Fine: Because Penn State will be ineligible for bowl games for the next four years, it will therefore be ineligible to receive its share of Big Ten Conference bowl revenues over those same four years. That money, estimated to be approximately $13 million, will be donated to established charitable organizations in Big Ten communities dedicated to the protection of children.

  At least it's going to an endowment for child abuse programs. Whether or not it goes from that endowment to the actual programs remains to be seen.

  Crazy ridiculous that they took that many wins from Paterno. I understand that this ruling will act as a big deterrent and probably stop any coaches or administrators in the future that are thinking of covering something up of this magnitude, but it's insane to remove Paterno's victories prior to 2001. Even if Paterno did know of the investigation in 1998, which he says he did not, state police and child protection authorities determined that Sandusky was innocent of any wrongdoing. There was nothing Paterno could have done at that point in time and Sandusky was no longer part of the staff moving forward anyway (save for one season).
  
  That hardly matters, however, in the larger scheme of things. Penn State football is no more.

  gosh a ruddies sandusky was still on the staff in 98, he could have fired him then instead he gave him another year and then a sweet retirement package AND ACCESS TO PENN STATE ATHLETIC FACILITIES. Key term above "big deterent."
