    we have scooge as the example of being stingy. He was a cheapskate, which you would know if you ever read (very unlikely in your case) or saw a version of A Christmas Carol.

    With Mountaineer and Wheeling Island both within 25 miles, no place in their right mind would ever invest in that.

    Plus, the 4 freestanding locations are set by the amendment that was passed, and the racinos are existing harness tracks (with the exception of a one time stipulation allowing 2 to relocate away from the freestanding casinos).
