In slow mo...they are both infractions. In game time speed, both can be left go.

No holding penalty: 8 seconds run off the clock, result of the play is a safety
Holding penalty is called: 8 seconds run off the clock, result of the play is a safety.
There WAS holding, but it didn't matter if it got called or not because the clock wouldn't have stopped. -
