I believe it's when the tie-up is below a second or something, but I could be way off. I recall it happening before. That is the rule.• The 24-second clock shall remain the same as when play was interrupted or reset to 5 seconds, whichever is greater, any time on jump balls retained by the offensive team as the result of a held ball caused by the defense.
Here's the thing. I'm pretty sure Harden didn't cause the jump ball. IMO, he had the ball first and came down "on" Haslem...
