Yes it was the correct call... At the time there was a debate whether it was legal or not (which you also leave out). The play won the game. Does that make sense to you, or should I spell it out for you. Here:

-Bengals were down 4 with 5 minutes left.
-They score a TD, which won the game for them.

Make sense now. That is called affecting the outcome of the game.
