Ehh, with Houston the disaster of evacuees before Rita gave them pause to not issue a declaration. The Houston mayor made the right call in my view. Sort of....In the immediate yes, it is local, but the clean up and recovery efforts is all Federal. Implementing all of that falls under the President.
If the relief efforts are slow or do not work the right way, that is all on the current administration. -
