It's only random if we want to be willfully ignorant.
The more information experts learn about their history and psychological make up, the more we know about what kind of situations give rise to this kind of behavior, what kind of people to be on the look out for, what are indicators to tip off someone may be heading down this kind of path.
Human behavior is not just random and not completely "freewill." Our behavior is predicated on the situations we have gone through during our lives and any psychological predispositions we have. Yes, we are not completely predictable. But there is information to be learned that can better help expert understanding for possible future use of prevention. -

You're probably right, but it's not like it would be that hard for him to Tweet his actions when barricaded alone inside a safe zone surrounded by explosives. What else is he going to do in there?
