Ever?... no way, to much old school (real) country from the past out there that set the foundation of country music. Steel Valley FootballAmarillo By Morning is one of my favorite songs ever and favorite by George for sure, but I've never heard any one or saw any list that says it's the greatest song of all time. I might give you from 1980-present, but He Stopped Loving Her Today would still be ahead of ABM. On the lists out there anyway.
