What would you do?

  Trade reform (massive) with china.

  - End the embargo on Cuba.
  
  - Bring home any remaining combat troops in the Middle East and seek to cut funding to the private contractors in that particular venture.
  
  - Have federal agencies stop a lot of the monitoring techniques on private citizens who have not committed, or are not suspected of committing, a specific crime that pertains directly to national security.
  
  
  I'd have to give it more thought beyond that.
