    There was never a surplus under Clinton; had there actually been, then the national debt would have declined that year(s), and that did not occur. The debt rose every year as deficits added to it.

    National debt and the budget surplus are two totally different things. In a particular year, there can be a budget surplus for that year and there will also still be national debt.

    No, that would mean they spent the surplus paying down debt.

    There was a surplus during Clinton's last 3 years. Look it up. Even Limbaugh can't deny it.

    Public debt==National debt. Clinton reduced the national debt each of his last 3 years in office.
