One of the worst presidents in history IMO. Would have continued running for president if he could, they had to pass an amendment so no one could try and make a power grab like FDR did. Tried to load up the Supreme Court. Not too mention all the social programs he enacted. WW2 is the only thing that saved FDR and gave him the image of a great president. GHWB left us with a ton of debt that Clinton got us out of, and his son did the same thing that yet again, another democrat has to get us out of. When Social Security is running a surplus, Which it was during the Clinton Administration due to the dotcom bubble. They are required to buy securities from the federal government, which boosts the amount of money the federal gov has at its disposal to say "balance the budget".

If transferring debt to another entity within the same government is balanced, then I guess yes, it was balanced.
