Team A wins toss and chooses to receive. Goes on a 10 minute drive and kicks a FG as time expires.

Is it a winner, or does Team B get a chance ?

Yeah, when the period ends the game is over, regardless of the scenario that played out.

I say whoever is on defense first should get a shot at it regardless if it's a TD or FG.
