Azubuike24Yes, the penalty is a wasted timeout without actually stopping the clock. The timeout (the Bengals had 3) was irrelevant though. It was well worth pulling a Bobby Knight on the football field to sway the refs.

I find this hard to believe. They had no basis to review the play. Most penalties of any game today. I believe 20 total penalties enforced. Some pretty ticky-tack calls on both teams. The Bucs contributed to that. Azubuike24The explanation seems to be one of 2 things.
1. Marvin Lewis is on the competition committee for the NFL. He knew that throwing a challenge flag and making the refs respond to it would at-worst, result in a lost timeout, and not a 15-yard penalty as it used to (someone mentioned Schwartz). This was just changed this year and Marvin would've known that.
2. Marvin Lewis' intention was to buy time to get the refs upstairs to review it, and 12-men on the field is something that is routinely reviewed on each under 2-minute review. Instead of verbally calling the timeout, which they may not have heard before the Bucs snapped the ball, he threw the red flag.
It's clear though. Tampa attempted to cheat on the play, as shown below. Clearly 12-men ready to participate fully in the down.

His crew threw 20+ flags and missed 12 men on the field. Threw 5 flags against the center? They are terrible.
They were terrible in the Super Bowl and whoever decided they should work a Super Bowl because they are one of the best did not do an adequate job. -
Azubuike24In their defense, that center was awful. He had at least 2 holds and an illegal snap that I can recall. I believe another for a chop block, as did their TE Oniel Cousins. The Browns fans should remember Cousins. Yes, he actually lined up at TE, went in motion a couple times as well.
