Right now, Cincinnati is, I believe, about $50 million under the new salary "floor" (about $63 million under the cap ceiling) which means either Brown is going to need to spend a shitload of money OR the Bengals will get penalized. Should make Bengals fans happy. -

The reason the team is so dysfunctional is Mike Brown's ownership. As you alluded to in your post, Brown loves these types of guys because their worth on the market is de-valued. Why else do you think they kept Chris Henry around despite his 5th run-in with the law (and against Marvin Lewis' wishes). All Mikey Boy cares about is $$$ in his pocket and his own ego. If the Bengals win 3-4 games a year most years and make the playoffs once a decade or so it is all good in his mind.
Nobody with a sound mind should support this team again until the day the team has new ownership. -
