Tiger definitely could have. With a bogey on 12(?) and a shortish eagle miss on the front. Could have been -8. -

wildcats20So they just had about a 10 minute discussion on whether Fowler's ball moved. Whether it moved MAYBE 1 inch, for a 1 foot putt. He said he thought it moved, just give him the 1 stroke penalty and move on. No need to play the 2 balls, if the player said "it moved" why are you going through this??
