So student body leaders and university officials removed propaganda from around the university because it went beyond free speech as well as containing vulgar language. IMO, the university unnecessarily opened a can of worms by bringing up free speech. Why not just say "hey you can't cuss so we're taking these down"?

The poster wasn't authorized by YSU and it wasn't posted by an actual group. Plus the fact it had vulgar language. YSU requires approval of posters. Because if he had just said, "the posters have vulgar language" people would complain that they have the right to put up posters that have foul language because of free speech. I'm sure someone complained that they had the right to put up the posters because of free speech and this kid just tried to sound smarter by saying, "it goes beyond free speech."
As for your last question...please show me a student body organization that DOESN'T determine how far free speech should go. -

I'll have to agree with sherm that someone would say, "No big deal it's just the word shit". So they are saying freedom of speech doesn't mean you can be vulgar.
