"When (fill in the blank team) is good, it's good for college football." I absolutely despise that since it is the most meaningless, unmeasurable thing that can possibly be stated. It usually said in reference to Notre Dame, but I've heard it applied to other traditional powers. Someone trots it out after said power has had multiple years of sucking. It's a way for that team's fans to feel good about their program even though it's in the toilet. College football ratings seem to go up every year regardless of who is vying for top spots in the poll. So the fact of the matter is that college football doesn't give a rat's kiester whether your team is relevant.
This. Does anyone really miss USC being good at college football? Or how about Texas?

In all honesty, this phrase is almost exclusively used for Notre Dame for the reason you've listed above.

I've heard that phrase in reference to both FSU and Miami (Florida) this year.

    Edit:

I wrote this post then went over to see what's on ESPN today:
"It's good for the state of Florida, it's good for the ACC and it's good for college football," Fisher said.

"Catching the ball at it's highest point" is another one that I cringe over when I hear it.

A perfect example of the stupidity of this phrase. How the hell is it "good for the state of Florida". 99.9999% of the problems/concerns/troubles/joys in the state of Florida will not be altered one iota by the fact that these two teams are 7-0. Talk about an over inflated sense of self worth. Miami and FSU have been relatively insignificant for the past 10 years when compared to the previous 20. In those 10 years, college football seemingly caried on just fine without either at the top. When ND was pitiful, stadiums around the country still filled on Saturdays and TV ratings increased year-over-year.

    An absolutely stupid expression.
