The first four are nothing more than demands that people are 100% adherent to their religion, in essence. Which takes precedence over informing them that killing and stealing are bad, mmkay? Well, unless you're of the opinion that your supposedly perfect deity is really a petty, jealous bitch who feels it necessary to command people four times to obey it first and foremost, not worship other idols, etc. before being like, "Oh...yeah, also don't kill, steal, cheat on your spouse and a couple other things...c-ya!"
