I love the part where you have to pay $35 to even attempt to prove innocence.
I don't download as much as I used to, but I still like grabbing an obscure album I wouldn't otherwise buy. -

i'd be impressed if any of them actually did anything about it. TWC has already come out and said that it's a waste of resources for them to run down potential pirates for the MPAA/RIAA.
piracy will just continue to evolve. cut off the head of one, 10 more appear in its place. -

The media industry will largely be "footing the bill" for the piracy policing. Their efforts rely on a company called MarkMonitor, which trolls BitTorrent networks, collecting IP addresses. MarkMonitor recently became a subsidiary of Thomson Reuters Corp.
If the media industry truly is footing the bill, I could see the ISP's jumping on board. -

Only problem with that is, to my understanding, as you are downloading you are sharing what you have already downloaded.
