    What's the next best option... preferably free or up to $50

    GIMP is certainly a suitable free option. It can do a lot of the stuff especially if you're just looking to mess around with photos.

    If you're doing anything advanced or to make money then you have to stick with Photoshop, it's the industry standard for a reason.

    If you want high-end professional quality results fork over the cash and buy Photoshop. Hands down.

    If you're looking for a capable freeware option, download GIMP.

    If you just need an adequate app to do some basic photo correction, paint.NET is also very good.

    Yeah, GIMP is good for what it is (free) but nothing compares to Photoshop.

    Don't know if it's Mac-Only or what, but for simple stuff, I use a free program called Seashore. But it's no Photoshop. Good for simple alterations, but I can't see it being good for much more than that.

    I had to delete a few posts discussing potentially illegal activity. I apologize, but I'm walking on eggshells here with google and I know they frown upon that stuff.

    It actually depends on what you're doing.

    For example, I use Paint.NET for professional graphic work. If you have enough plug-ins (it's open source), it can pretty much do anything you'd need PS to do, with every bit of the quality.

    Also, it's free, which is always nice.

    I also do have PhotoShop, but anymore, I only use it for web image slicing.

    Sadly I don't think I have it anymore. I did a quick search of my HDD for fail and didn't come up with.
