Yea, I reckon waiting 10 months to question people about a reported rape is standard operating procedure. Winston was identified in January, but never even questioned until Meggs took over the case a month ago. DNA was just taken and confirmed. To think, however, that he 100% didn't sexually assault the woman because nothing was criminally charged though..
