really cannot comment too much, as Im not totally familiar with them myself. I would say Silas Redd for sure, possibly Bolden and McGloin. With that said, I dont think it will be just major programs contacted the players. OneBuckeyeAs far as recruits go, you can probably kiss most of them good-bye. Adam Brenneman is the one to watch, he is the biggest pro-PSU kid you will find. If he leaves it's all 2 star recruits with no DI offers.
As far as current players. RB Silas Redd is their best offensive player. They have several very good SR defensive players but I don't expect any of them to leave. Mostly Freshman and Sophomores will go. They don't have any underclassman who were huge impact players, they have plenty who were good recruits though. -

Brenneman is a huge penn st. Fan and He recently blew out his knee and can't play this year. I completely expect him to stay. -
OneBuckeyeThis transfer rule will help mid to small level schools the most I think. If a guy is a SR/JR back up at PSU he might choose to go somewhere and start.

GlassyI would expect ALL of the recruiting class to back out, including Brenneman. No top players want to enroll in a school where they will not play one post season or championship game during their career.

I know the kid personally and it has been his dream to play for penn st since he was a kid. I really don't see him leaving -
