Officiating question

    Why are officials not calling clear horse collar tackles?

    Grabbing the Jersey around the neck does not necessarily mean that you are grabbing the pads.

    How they determine whether it is a foul or not when it happens so quick, I don't know?

    I saw one tonight, there have been a few that they clearly grab the pads and don't yank it but rather ride themselves into the ball carrier and then take them down, but I thought by definition of the rule it should have been called. The obvious ones are called the borderline ones, though clearly being stopped by use of the pads first aren't though. I don't get it either.

    All players are prohibited from grabbing the inside back collar of the
    shoulder pads or jersey, or the inside collar of the side of the shoulder
    pads or jersey, and immediately pulling the ball carrier down. This does
    not apply to a ball carrier, including a potential passer, who is inside the
    tackle box (Rule 2-34).

    Must be immediately pulling the ball carrier down, no other means of tackling and no other tacklers involved.

    I've seen it happen about 4-5 times per game I watch and it is never called
