Eh, I and many others would disagree. There isn't a specific point where you can say it's ok. But there is a general feeling. Generally it should be an upset over a heavily favored team that's also pretty damn good on the national scale, a very close victory over your schools rival, or a victory over a school that has been kicking your ass for multiple years in a row. Does it have to be all 3? In all seriousness, it's been a long time since the Buffs have been a national player in CFB. The Darian Hagan/Kordell Stewart years seem like a lifetime ago. -

As for Colorado not having a national player in a while. I believe Chris Brown was the (or at least one of the) best running back in college football. I know that was still a while ago but my point is that it hasn't been as long as the Kordell Stewart era. -

Brown was a solid back for CU, but his team still was nowhere near the level they were in the 80s and early 90's. CU won the B8 three consecutive seasons from 88-91 and had numerous 9,10, 11 win seasons in the years surrounding that. CU had a decent squad in the first few years of the decade, but not to the caliber of those teams. -

I mean they won the conference and went to a BCS bowl. I know it wasn't really sustained success but it's worlds better of what they have now.
