Plumbing Q, anyone know how to fix a toilet set on "stun" and not "kill"?

Manhattan BuckeyeThe valve is wide open, and the water rises to the proper level pre-flush. I'd rather not replace the whole toilet, but it is our main guestroom bathroom so we'd like it to work properly.

THE4RINGZSo the water coming out of the tank into tue bowl doesn't have enough force to push the waste over the trap is that the issue?

tk421Is it a problem with the seal leaking water into the bowl, maybe? I don't know why else it wouldn't work unless the stopper doesn't open up quick enough. I'm not a plumber though, I just stayed at a Holiday Inn Express last night.

AppleSeptic or city sewer? Any other commodes or sinks/appliances in the house having drainage problems?

Manhattan BuckeyeCity sewer, bathroom is on the 2nd floor of a house built in 1905 so there are obviously issues with practically everything. Drainage gets blocked up during big storms but all of the toilets seem to flush well. As THE4RINGZ mentions the water seems to flush out of the keep strangely, not much force and in a motion differently than the other toilets.
