In a numerical list, what is at the top/front? A question for the ages...

Fly4FunSo... since the addition of the word "1th" to the lingo of this and another message board... I was writing a post today and I realized that there is no proper rules for which is the omega when it comes to the battle of 1st and 1th.
Does a list go
1st
1th
2nd
3rd
or
1th
1st
2nd
3rd

Fly4FunSorry, I forgot this was serious business.
This came to mind when I was making a list and was about to use the old formula when there is a indistinguishable tie (see following example). And I was wondering about incorporating the mockery of the infamous 1th post to create a new system... but apparently someone went around peeing in everyone's cheerios. Bah humbug to you too!
