Not sure what you mean here. If you click "Return to top" in the footer it takes you to the top of the page.

Apparently. When I disabled it I noticed a difference. Not sure if that was a placebo effect or what but every site I read looking for optimization tips mentioned it for sites with more than just a few forums.

There is no chance of that forum coming back. It basically turned into a "porn" forum and I would lose any chance at advertising to help cover server costs.
