    It's my understanding there are debates about his actual origin. But the one portrayed in the recent movies suggests that he was created by government entity, but he in no way served it. And it's arguable that the specific branch in question was a rogue operation itself.

    Additionally, Wolverine is usually just considered a part of the X-men which is definitely not sanctioned by the government.

    There's the entire branch of the X-Men that may or may not still exist (haven't really read comic books since the late 90s) called X-Factor or something like that which was a government-endorsed mutant team. Back then, it had Forge, Havoc and Polaris. And I think Sabertooth as sort of an unwilling partner because of being in gub'ment custody.

    Okay. It doesn't exist any more. From Wiki:
    In 1991, the founding members were incorporated back into the regular X-Men series, and X-Factor relaunched as a U.S. government-sponsored team incorporating many secondary characters from the X-Men mythos. The series was canceled in 1998.
