A player hanging on the rim after a dunk is a technical because the rim and backboard aren't meant to continuously support enormous amounts of weight; it's not a technical if there are players in the vicinity, since dropping down would be a safety risk. Besides that, hanging on the rim has always been dumb in the first place; while you have someone hanging there, the other team can quickly inbound and have a 5-on-4 the other way.
There are multiple actions that we see in the NFL/college game that we will see nearly every game that get flagged for 15 yards. In basketball guys will get T'd up for hanging on the rim, taunting an opponent after a dunk, pushing, shoving, etc. The point is in baseball there is no penalty for acting like a dbag. They can't enforce an out on your team, or take a run away. That is why there are these "unwritten rules" of the game. To keep the players in check, and to uphold the history/tradition of the game.
And I agree w/ you, if you don't want to watch a guy pimp a bomb, get him out next time. But, I don't want my players to play w/ that disrespect to our opponent and don't enjoy watching it, especially from a little leaguer or some high schoolers. The college and pro guys are big boys and can do whatever they want. -

It's shitty, but what is the Little League Baseball supposed to do? Uganda fucked themselves over. Maybe they will learn how to get their paperwork together for now on. -

Yeah, I guess LL kinda had its hands tied with this one.
