Glory Dayssounds like it is mostly gang violence. which means banning guns or giving every citizen a gun wouldnt matter much. the national guard could be used in a presence patrol sense where they are just out there being seen and just hanging out at public locations. and of couse like the article said, the intelligence and air units could be used.

A lot of young naive teen boys are sucked into these gangs. They lack a stable family and likely no father figure. Trust me there are many scum bags in these gangs that aren't worth a pile of shit, but that is no reason to let lawlessness run amok. Of course then the outcry all the time from the family of the thug that has a rap sheet a mile long, joined forces with the NAACP and cry foul every damn time no matter what happened to cause the shooting! -

majorsparkThe article states that 113 have been killed so for this year in Chicago. In comparison 127 American troops have died this year in Iraq and Afghanistan combined (99 were hostile deaths). I would say there is a serious problem in Chicago.
