A Department of Homeland Security to collect and establish better links between local, state and federal intelligence officials and first responders. (A new idea)
A new Director of National Intelligence, who will oversee all the U.S. intel agencies, replacing the head of the CIA as top intel chief. (A new idea)
Better coordination between the FBI and CIA on counter terrorism. (Been said for years)
Also, restructure Congressional committees (Still not done.) -

I'll give ya the DNI. DHS was formed well before the 9/11 Commission though...by the Homeland Security Act of 2002. -
