Kinda hard to do that when we had the SOFA Agreement that Bush agreed to have all forces out. Obama tried to extend it back in the day, and add that U.S. forces would not be subject to Iraqi courts, the Iraqi Parliament refused. So, it was not possible to leave a security force there.
