Taxation and the creation of a unit of account currency is what creates unemployment as we know it in a capitalist economy wherein people produce things to obtain that unit of account to use in exchange. What does it mean to be unemployed...it means you can't find paid work...there's work to be done but you can't find anyone to pay you for it in the unit of account that is created by the government (or outsourced to the private sector in the case of a gold standard).

    So, as long as the public controls ultimately what the base currency is through its institutions like the Congress and a central bank, ultimately unemployment is a creature of those things and the monetary policies and fiscal policies that they employ. They have no choice but to be "addressing that for the people" so long as there is taxation and those taxes can only be distinguished with the legal tender of the government's choice.

    As to your first point...again...that doesn't make sense. Government can't help but create the level of unemployment. It is a political choice to determine what level that it is at. Right now it's 7.3%. If the FED rose interest rates it would shoot up. If Congress raised taxes it would shoot up. If Congress fired all of the federal public employees it would shoot up, etc.
