You lose once again, when he was running for POTUS and was POTUS his tax records were opened for many years. He was VERY generous in his charitable donations. Also bear in mind that is only (i) his and Mrs. Bush personal returns and (ii) what was reported.
For political reasons there is a possibility they donated more but didn't wish to report it as to keep their income tax rate at an "acceptable" level. Also being a wealthy family they also may make donations through family trusts, which probably wouldn't be reported. -

Regardless, the point was that ptown said his greatest accomplishment was aid for Africa, where he sent billions of taxpayer dollars. That isn't an accomplishment for him. Before he took office there were barely six democracies in the region...when he left nearly 20.That isn't an accomplishment for him.
