    In some states you can get paid at the end of the month, but there are potential federal issues (you're arguably making a jurisdictional wholesale sale of power if you're "net positive" at the end of the month) with doing so. FERC recently issued an order providing an exemption for facilities smaller than 1 MW by automatically making them QFs under PURPA. But that's why most states don't allow you to get paid at the end of the month, and just roll the money over--it's to avoid any concerns about federal jurisdiction that could cause you all sorts of problems.

    For the consumer, it shouldn't make much difference; you should only scale your system to cover some of your load, and net it out against your bill at retail rates. Unless you want to be a utility, no bill is about the best you can do--any more than that, and you're going to face issues with state and federal regulation as a utility.
