  They cite the passage of last year's casino amendment, and Strickland's plan to seek court opinion on running it through the lottery as reason enough to give up.
  
  Honestly, I'm surprised they held on this long. Once the casino amendment passed last year, I would figure slots at horse tracks would pass with flying colors.
  
  The Ohio Supreme Court said last year that such a plan was subject to referendum, so if Strickland can't find a way to bypass it, it still may find its way to a ballot evenually.
